For the past 17 years Mark has developed expertise in the management of complex, large-scale office/mixed-use projects on both the East and West Coasts. These include high-technology private sector tenants to mission-critical federal agencies such as the Department of Homeland Security and FEMA. Mark has lead project teams in the successful delivery of projects which integrate complex tenant programs and secured facility requirements into creative design solutions enhancing the workplace and the built environment.

John has more than 20 years of design experience, with a unique ability to integrate the complex and distinctive nature of each project with the essential characteristics of its locale. He applies his expertise in developing concept design schemes to both urban design and architectural projects, and he brings innovative technical solutions to challenging design problems. John has an exceptional capacity to visualize and communicate the unique architectural possibilities of each project while synthesizing the goals and vision of the client.

Ian Reeves

Ian has been with Architects Design Group for over 20 year working very closely with clients, ensuring that the "Participatory Planning Process” that ADG utilizes results in a product that exemplifies design excellence while solving all program requirements. He participates in all phases of architecture providing oversight for programming, master planning, design and construction administration.
Ian is involved with all projects and will assist in implementing the project’s scope and goals. He has experience working on the Charleston Consolidated 911 and Emergency Operations Center and the Clay County Emergency Services Complex, both of which have a similar scope to the South Sound 911 project.

Additionally, Ian assists in ADG’s grant writing services by helping clients effectively utilizing grant resources and efficiently obtaining funding for their projects. He has been successful in helping our clients receive millions of dollars in funding, through local, state and federal grants, FEMA Hazardous Mitigation Grant Program (HMGP), bond issues, reallocation of revenue funds and other innovative methodologies including more than $1,500,000 in funding for the Okeechobee County EOC.

Tom Munson

Tom manages TLC’s Communications, Security, & Technology Division, supporting architects and owners on "the fourth utility" – fire alarm, security, voice/data, and audio/visual systems – bringing buildings to life and enhancing life safety and communications in the 21st century. Technology is constantly changing in these critically important building systems and Tom’s team is well versed in the latest technologies and systems, having designed over 100 public safety facilities in the last 10 years. Tom is a frequent contributor to industry and trade publications and has been a featured speaker at numerous seminars and conferences. Tom joined TLC in 1986 with 12 years of prior experience.


Any additional sub-consultants will be selected in collaboration with South Sound 911, the National Development Council (NDC), and Pierce County.
